
CE Academy’s Mission and Leadership
The mission of CE Academy is to create an English-Chinese learning community for students of all backgrounds to maximize bilingual proficiency, academic excellence, and cultural diversity awareness to help them succeed in an era of globalization.
CE Academy aims to provide K-2 students (with expanding grades later) immersive Chinese and English bilingual education to children from all racial/ethnic backgrounds and socioeconomic backgrounds in our community. The school will prepare students to grow into global citizens with academic excellence, proficiency in Mandarin Chinese and English, and intercultural communication competence.

CE Academy Board Board Members

Heli Chu (Board Chairwoman) graduated with a computer science degree from China. Since 1996, she has taught Chinese in the United States. She has worked as a teacher, director and principal at two Chinese schools. As board chairwoman, she has led CE Academy through the successful application and certification process to found the first bilingual immersion charter school in the Triangle area.


Joshua Vizer (board member) is a financial elite. He is a financial educator. He was the vice president of CIFCO Capital in New York. He was the founder and business development manager of International Insurance Asset Management. He has international experience and fluent in Chinese. He worked in Beijing in the Hina Group, Investment Banking Division and Private Equity Division
Anna Yuan (board member) has both education and finance background. She taught in church children’s programs for many years. She taught Chinese in Waketech Community college for couple of years. She gained extensive finance analysis experience in Department of Transportation of North Carolina and DHHS Department of North Carolina..
CE Academy Advisors

Timothy L. Murph has a strong background and a number of certifications in education. He holds an EdD as well as an MBA. Tim has held the positions of executive director, assistant principal, department chair, coach, and teacher across a number of institutions. He is the CEO and founder of his own educational consultancy, and holds a number of professional certifications. Tim’s experience with language immersion and STEAM programs are a benefit to the CE Academy board.

Amy Yuan is enthusiastic about immersion education and has full experience of building up an immersion program from K-5 from scratch. She is a qualified immersion teacher training lecturer, and has worked 5+ years as a K-2 grade Mandarin Chinese immersion teacher.
